A lot of it had to do with interior components designed not to harm occupants in a crash. If you look at the various interior bits of the 1967 Mustang compared to the 1968 Mustang, you can see what Ford had to do to comply. For example, the huge pad in the center of the steering wheel, a redesign of the inside door handles, and even the reverse lockout for the 4-speed shifter. All changed.
