Some of the things involved in this inspection process are checking the brakes, tires, suspension, steering components, exhaust, lights etc. All of this done by a Pennsylvania certified mechanic. The tires are date coded 2019. In Pennsylvania emissions maybe exempt because of the county you are located in, age of vehicle or driven less than 5,000 miles per year. There is a little wind noise coming from the driver's window, but I think the mic intensify it and make it sounds worse than it actually is. I hope this answers all your questions.
