We've encountered and sold hundreds of machines with paperwork like this. A number of our customers request for their state registration office to retitle using the frame when they go to register as a matter of preference, but there's nothing odd or problematic when a machine is titled in this way, and certainly doesn't suggest a storied past of part swaps etc. Inconsistencies like this are what caused the Fed to step in with the 17 digit standards. I have ran into this issues many times and I can\u2019t tell you from my experience here in Illinois, that it is not just as easy as asking the state to retitle the bike by the frames number instead\u2026 here in Illinois they absolutely will not do that , even on a bike that I had all the original purchase paperwork to prove engine and frame numbers \u2026 however, Wisconsin has a department within Secretary of State called \u201cWisconsin vehicle research unit\u201d . I suspect there may be a difference if a cycle is acquired from an out of state dealer. I know of at least two examples of machines which were titled by the engine as this one is and we sold them to customers in Illinois who easily switched them to be titled by the frame upon request. Typically our customers do not care one way or another about it because it truly doesn't make a difference - for the buyer here, or future buyers alike. I find it crazy that this is the only point for discussion as this is a lawful means of titling vintage motorcycles and is the case for about 20% of all machines prior to 1980 model year in our experience. Rest at ease, if the title on the engine upsets the buyer here we will assist in switching it to be titled by the frame because we are quite confident it is truly that easy and you can bid
