That is the \"speed alert\" needle. There should be a knob to the right of the steering wheel that lets the driver adjust that needle. Once the actual speedometer, a very short needle that is red (but usually turns white over the years) goes up to the yellow speed alert needle, a buzzer sounds. \n\nSee photo 51 at https://bringatrailer.com/listing/1971-buick-electra-225-two-door-hardtop/ . This shows the speed alert knob (under the trip set).
