The buttons would not click in or out properly rendering loss of control functions. There is a good fix for this on line and it involves reversing the thick rubber ribbon that the button mechanism acts on to activate the mechanical switch. The rubber gets too depressed over time and looses its spring. Also, does the OEM radio and tape player work? This means the system thumbwheel is at least at the lowest fan setting and the led indicators on the primary panel should be on. That does not mean the panel is broken - sometimes it is simply necessary to press a button again (such as \u201cauto\u201d) and it will stay depressed. So it is not necessarily a broken panel. More common is vacuum leaks in the hvac system. Easy way to tell if that is an issue is if the vacuum pump under the hood runs continuously. In any event those are common issues and can be expensive to repair but if you want an e23 you will likely not find one cleaner and with lower miles.
